this is also 'top down' planning. A group of experts roll out a ready made system without consultation with the people who have to live in it. They've tried implementing utopian grand visions like this in China and they have failed because of this. Personally this looks like a 1960's sci-fi technology wet dream and the whole thing has an eerie feel of 'stepford wives' totalitarianism about it. I wouldn't want to live in this world.

This is an industrialized vision. what is the cost of these materials and who affords it? some cool ideas but we can do way better.
